520 _aExamines the government's position on exemptions for sellers of low-value residential property from the requirement to provide a home information pack (HIP) when this becomes law. The government has recognised this problem, consulted on it and the ODPM has commissioned research into sellers' and buyers' views. The research showed surprisingly no support from owners of low-value properties to be exempted because they felt that their low-value homes in areas of low demand would be further stigmatised if they did not provide HIPs as would all other sellers and this would encourage red-lining based on geographical location and low value. Considers market views on the government's proposed £10 000 exemption threshold including those of the Council of Mortgage Lenders and RICS. Suggests that the government will confirm the £10 000 exemption proposal. Tables covering key housing facts and the top 10 areas for sales under £20 000.
