The government has recognised this problem, consulted on it and the ODPM has commissioned research into sellers' and buyers' views. The research showed surprisingly no support from owners of low-value properties to be exempted because they felt that their low-value homes in areas of low demand would be further stigmatised if they did not provide HIPs as would all other sellers and this would encourage red-lining based on geographical location and low value. Considers market views on the government's proposed £10 000 exemption threshold including those of the Council of Mortgage Lenders and RICS.
