Concludes that due to the complex nature of sustainable development policy it would be simpler and more relevant for the planning system to aim for environmental sustainability rather than sustainable development. Although this may seem more limiting it would work well in implementing environmental justice in planning decisions and weighing up the pros and cons of development.
