The report says although it is possible to build housing with zero carbon emissions, reduce water consumption and use renewable energies, housing built along these lines of good practice is still not the norm. The report aims to show that via changes to building regulations and the planning system this can be turned around. and sets out recommendations to policy and decision-makers to make this happen. Although based on England the research is also relevant to Wales, Scotland and Northern Ireland.
