520 _aThe government has proposed an optional charge, which developers could choose to pay instead of negotiating conventional s106 agreements. Local authorities could spend this money on new community facilities, improved infrastructure or affordable homes. The current system of negotiated s106 agreements, where developers agree to add something extra to their developments such as affordable housing units, can be costly, slow and hold up development, whereas the optional charge would give developers greater speed and certainty. The proposal is out for consultation.
