520			_aRegulations have been laid before parliament outlining how restrictions and exclusions of access will operate in respect of the new right of access to England's countryside coming into force under the powers of the Countryside and Rights of Way Act 2000. The new right will be introduced on a region-by-region basis with the first two regions due to open in late summer 2004. The regulations will come into effect on 17 November 2003.
