Access to Neighbouring Land Act 1992 looks at access which is reasonable for the purposes of maintenance, etc. The Party Wall Act 1996 s8 is entitled "Rights of entry" and authorises the undertaking of works to a property from a neighbours land which would otherwise constitute trespass.
