| 520 | _aThe ODPM is consulting on the ways councils will use the new evidence based Housing Health and Safety Rating System (HHSRS) to tackle housing in poor conditions. HHSRS will replace the current Fitness Standard, which fails to cover all domestic health and safety problems and gives no indication of the seriousness of the problems. The guidance for councils will enforce the new regimes under the Housing Bill Part I. Deadline for replies is 26 March 2004.
