Considers in detail the proposals for occupation agreements. These include the division into type I and II agreements, the four categories of terms, the further issues of inclusions and exclusions, size of the agreement, sanctions for non-provision of written agreements, abandonment and possession procedures. Concludes that reform is largely absent from the proposals relating to the private rented sector and that many of the recommendations are made primarily to promote simplicity, standardisation and flexibility.
