The research attempted to provide an understanding of the most effective processes. PFI was compared to real estate partnerships (REP) and this has thrown up differences that highlight problems within PFI. The report found that REPs were generally more able to bring occupier and service provider objectives together than PFI relationships. PFI does tend to be a quicker and cheaper method of delivering buildings to the public sector.
