Considers the Act a legislative triumph which has established a cheap and speedy dispute resolution system. Any changes to the Act which could alter the balance between tribunal autonomy and state intervention when an adjudicators' decision has been challenged should be drafted with care. The trend of cases under the Act has allowed adjudicators much leeway in setting the procedures to be followed so reform should only be contemplated if it would speed up enforcement.
