Examines the market context since 1999 for European public procurement, reviews post-1999 legal developments pertaining to the German procurement system, evaluates how the Act has been accepted in practice, assesses how the Vermittlungsausschuss des Europäischen Parlaments (European Parliament's legislative package) and the Masterplan Burökratieabbau (Masterplan for the reduction of bureaucracy) will affect the future development of German procurement law.
