Focuses on the future expansion of the public sewerage network where the main problems in terms of development constraints for new housing probably lie but also makes relevant comments on the delivery of drinking water to new homes and businesses. Concludes that Scotland is facing a development crisis and that the Scottish Executive needs to find ways to manage this crisis until the realisation of their long-term commitment as proposed in the consultations to overcome development constraint through publicly funded capital investment can be realised.
