One of the recommendations of the group is to remove s110(2) of the Act which requires a formal payment notice by the payer and a due date for payment. Acknowledges that the motives for this suggestion are understandable as payers frequently fail to submit their s110(2) notice and there is no sanction against this. However, argues that it would be better to keep the s110(2) and apply a sanction for default rather than abolish it altogether.
