520 _aReports on several new rural planning documents published by the Scottish Executive: "Scottish planning policy 15: planning for rural development" (SPP 15); "Planning advice note 72: housing in the countryside" (PAN 72); and "Planning advice note 73: rural diversification" (PAN 73). SPP 15, which replaces NPPG 15 from 1999, reflects the Executive's policy for rural development originally published in "Rural Scotland: a new approach" in May 2000 (ISBN 0748093893). It proposes that planners take a positive view of the social and economic needs of communities and must create opportunities for sustainable development. Small settlements must not lose their identities as they increase in size nor the Scottish countryside become suburbanised. PAN 72 supports small-scale rural developments. PAN 73, replacing "Planning advice note36: siting and design of new housing in the countryside", from 1991, intends to create more opportunities for good quality rural housing and reinforces the shift towards a place making agenda for rural Scotland.
