Provides further comment on the original consultation paper and the responses to it. MPLI is in essence a detailed development of the question how to make appeal inquiries more accessible and less intimidating and its proposals aim to strengthen the current appeals system while enabling decisions to be made quickly. Concludes that responses to MPLI gave broad if qualified support to the majority of the proposals including a move to a less adversarial appeal systems, which might facilitate greater public participation.
