As part of the government decent homes strategy HHSRS is being introduced as a replacement for the current housing fitness regime, which was established by provisions in the Housing Act 1985 and the Local Government and Housing Act 1989. Looks in detail at HHSRS including the risk assessment system, enforcement framework and landlords' responsibilities. Concludes that the operation of the hazard assessment system is less than clear and that it will only be workable and fair if the requirements are intelligible to the average landlord.
