520 _aAssesses the manageability of flood risk in the Thames Estuary and warns against exaggerated dangers impeding the development of Thames Gateway. Comments on two recent flood risk assessments: "Sustainability scoping report", being developed in tandem with the South East Plan and "Making communities sustainable: managing flood risks in the government's growth areas" from the Association of British Insurers. Suggests that a sense of proportion needs to be maintained concerning the apparent flood risk, ensuring the correct balance between technical solutions, flood mitigation and public perception. Recommends active management of the flooding risk and introducing measures to reduce risk such as land raising and more flood-resilient housing construction. New flood defences are planned in the long-term but will not be implemented until 2015-35.
