This directive seeks to cut carbon dioxide emissions and scale back the consumption of natural gas and coal. Every home and business premises when built, sold or let will have to be rated for energy performance and have a certificate issued. With only seven months until the directive comes into effect, surveyors are still awaiting guidance about how the legislation can be turned into something practical and workable. RICS and the BPF are calling on the government to make a decision on this so the likely effects on property values can be anticipated.
