Studies the proposed development in Edinburgh of a supermarket on former industrial land close to a factory, which stores hazardous pharmaceuticals and chemicals. Before Edinburgh City Council can grant planning permission it is legally compelled to consult the Health and Safety Executive (HSE). If the HSE raises objections the council would still be able to grant consent but would have to weigh up the need for regeneration so close to a hazard. Moreover the planning regulations that control accident risks are being tightened to discourage development near hazardous sites. Defines the concept of a blast zone. Describes the unwanted delays to the project, the HSE risk assessment process and the interest of the owners of neighbouring land in the progress of the application. The council decision is still awaited.
