_v13(9) October 2005 20-21(2)
520 _aExamines the likely effects on steel designers and fabricators of proposed changes by the HSE to the Construction (Design and Management) Regulations (CDM). The proposals seek to place more responsibility on the client for safety matters, by demonstrating that they have appointed a competent designer and main contractor. They also require better coordination and cooperation between all parties involved in a contract. The British Constructional Steelwork Association (BCSA) broadly supports the proposals, but believes that they do not address the realities of the way contracts are run. It is also concerned that they may place extra liabilities on steel specialists.
