Introduces ideas from science and technology studies (STS) to help understand why the housing market is slow to respond to changing consumer preferences. Examines STS concepts and provides a theoretical approach to consumer demand for low energy housing and producers' decision-making about low energy housing. Concludes that greater attention to socio-technical issues highlights some of the reasons why innovation and change are difficult to effect.
