The wider range of species protected will certainly mean that more developers will have to have proper ecological surveys carried out on viable sites at extra cost. Developers need to be aware that protected species can migrate from their usual habitats to other locations because of intrusive levels of human activity. PPS9 seems to suggest that planners will have to be convinced that on sites with any degree of ecological sensitivity that developments could not take place on alternative sites resulting in less or no environmental harm.
