520 _aSwiss Re's 30 St Mary Axe, or Gherkin, creates interest amongst many Londoners for its aesthetically interesting image. However, its tenants are not showing the same kind of enthusiasm. Eight of its floors remain empty almost two years after its opening which critics blame this on its impracticality in design. This presents a quandary; while function is a higher priority than form, then mayor, has made it clear that tall buildings must be architecturally interesting in order to gain planning permission.
