520 _aPresents the full results of the December 2005 Home Builders' Federation (HBF) regional survey of house builders. It shows a considerable improvement in the home building environment with a small balance of house builders reporting more net reservations than a year ago, the first positive reading for 18 months. The vast majority of house builders reported that prices were stable in December with only a very small balance recording falling prices. The use of sales incentives rose at is slowest pace in 18 months. Industry optimism for both sales and building activity in 2006 rose sharply with prices widely expected to increase over the year ahead. Planning delays remain the worst constraint on supply while buyer confidence remains the largest constraint on demand but has become less of an issue over the past year.
