The government proposes to tax the increase in value when land receives planning permission, claiming that this money is needed to pay for infrastructure such as roads, railways, schools and hospitals. Nevertheless, it was argued that if the valuations on which the tax would be based is inaccurate, it will undermine developers' ability to agree on a payment with the tax authorities. The senior valuers also stressed that the tax might be boycotted on widespread scale.
