520 _aRecent tests have shown that solid-floor insulation increases emissions and fuel costs, because the ability of the ground to act as a heat store is compromised if the thickness of insulation becomes too great. Cavity-wall and loft insulation also become less effective once insulation exceeds a certain thickness. Other methods of reducing emissions and fuel costs, such as improved boiler efficiency, passive solar techniques, and air infiltration, are likely to be more effective in new housing.
