The charge is calculated on the basis of how a sports centre or museum would cost to rebuild. However, councils argue that the grants which allow them to construct these buildings should be discounted from the capital cost of the project. The Bisham Abbey sports complex and the Milestones Museum in Basingstoke are two landmark cases expected to hear the results of their appeals in the next month.
