Explains that the transitional arrangements will last for only 12 months, rather than the more usual 3 years, and describes the certification process, which is due to be fully implemented by January 2009. Concerns have been expressed about the cost implications of the new regulations, although an anticipated increase of construction costs of up to 5% will be offset by reduced heating costs as a result of lower emissions.
