As well as the emergence of community-based organisations such as development trusts, New Deal for Communities and local strategic partnerships, there has been a proliferation of non-statutory, area-based development partnerships. Describes the history of and current range of LDVs and evaluates the current LDVs. Concludes that government should seek to capitalise on the emergence of these new partnerships and explore how LDVs powers as agents for change can be enhanced.
