520 _aDevelopers in Edinburgh are being forced to pay millions of pounds towards the cost of a new tram system that may never materialise. The project would create transport links throughout the city and provide a connection to Edinburgh airport. However, Scottish Executive, who controls most of the money of the project, has yet to be convinced that there is a business case for a tram network. To make matters worst, the council have introduced a special tram tax on developers, depending on the size of the schemes and their proximity to the proposed tram lines. But developers believe that the council will keep the cash regardless of whether the project goes ahead which will be put to use for other transport improvements.
