520 _aExamines the role of the contract administrator, who, although appointed and paid by the employer under a building contract, is expected to act as an independent decision-maker. If a contractor is unhappy with the contract administrator's decision, he generally has to rely on the dispute-resolution procedures in the building contract. An application to the court can generally only be made on the grounds of bad faith or excess of power by the contract administrator, although it can sometimes be possible to sue the employer for breach of contract, as being liable for the contract administrator's faults.
