520 _aConsiders the reality of the implementation of licensing of Houses in Multiple Occupation (HMOs) from 6 April 2006 with many local authorities still not having application forms available or made known their fees for licensing. Comments on the unreasonable variance of licensing fees amongst local authorities who should have all been working with the same ODPM guidelines and criticises debatable local authority practice. Points out some of the hidden regulations in respect of student lets (now HMOs) such as the need for a hot and cold water wash basin in each bedroom when there are five or more residents. Provides an update to the issues of additional, selective licensing and discusses transitional licensing which is described as additional licensing without consultation.
