The strategy's statement that the lowest priced bids will not automatically be successful, and the ODA's commitment to being an intelligent client, will be welcomed by many in the construction industry. By using the NEC3 partnering contract, the ODA has made it clear that it intends to collaborate closely with the main contractors, in an effort to avoid the problems that have been encountered with the Wembley Stadium project. Warns that to be fully effective, however, the entire supply chain must use this suite of contracts.
