Application for judicial review by the Trustees ... seeking to quash a certificate issued by the LRAP, which gave recognition to a tenants association within the meaning of Landlord and Tenant Act 1985 s29 . The association covered five blocks of flats formed by conversion of a row of terraced houses. There was however, no uniformity in terms of services supplied or charges payable between the blocks. The landlords, the freeholders, sought a cancellation of the certificate on the grounds that each block was a separate "building" within the meaning of s29 of the Act, and should not have been issued to the association. The LRAP refused to cancel it, and the landlords sought judicial review. At issue was whether the tenants` association was entitled to the certificate. Held, accepting the landlords` submissions, that each block was a separate "building" for the purposes of s29.
