The 2005 amendments divided up the A3 class, creating two new classes, A4 and A5. Where properties fall into two of these classes, landlords may try to charge a higher rent on the basis that the property now has the benefit of two use classes rather than just one. Argues that this is currently a hard argument to sustain, due to the problems faced in assessing the impact of use class changes on property values.
