Considers the NPF process, public participation, human rights and the NPF, the NPF in operation and its potential contribution to sustainable development. Points out that under the Planning etc (Scotland) Bill as currently drafted future policymakers could promote specific development proposals including site-specific proposals and proposals not necessarily involving public infrastructure.
