The secretary of state appealed against a decision that overturned a planning inspector's enforcement notice against the construction of a building on an agricultural holding which was not considered to have enough of an agricultural purpose. "Held": It was decided that the planning inspector's enforcement would not be upheld and the previous judgement remained in place as, having identified a breach of planning control, he had failed to consider whether the building could be made acceptable in terms of both planning policy and amenity by any proposed modifications.
