520 _aLVC/215/1986. LT 27 February 1987. Appeal by owner-occupier of a house in Gwent, against an LVC decison, which confirmed the assessment of the house at 202gv; 142rv. At issue was whether the premises designation under the Housing Defects Act 1984 entitled the owner to a reduction in the agreed assessment. The appeal was dismissed; designation was not enough to warrant a reduced rating assessment; it was the quality of occupation which had to be considered, not the ownership, and this had not been impaired by the designation. Although a prospective tenant might prefer a house not designated, the landlord of such a house would not accept a reduced rental bid.
