The appellant was initially refused planning permission for an extension on the grounds that it altered the character of a conservation area. The inspector stated that any extension would unacceptably alter the look of the street. The appellant then submitted a second design. A second inspector decided that the extension was acceptable in principle, but that the design was unacceptable. He did not address the reasons for this decision. "Held": The appeal was allowed on the grounds that fuller reasons were required to assist the appellant in predicting what future designs might be deemed acceptable.
