Landlords of blocks of flats will have to supply leaseholders with information on their rights regarding service charges, every time they send a demand. Landlords who levy administrative charges will have to accompany each demand for payment with a similar statement of leaseholders' rights. Should the landlord fail to do this, leaseholders will have the statutory right to withhold payment.
