Energy efficiency specialists Eaga are conducting research to develop balanced trading. This proposes using s106 or tariffs on new housing to fund investment in energy installations and updating of existing stock. The investment would be based on carbon emitted by new developments. Suggestions are that each new build could fund three insulations. Considers the implications for planning gain policy.
