This is being introduced to provide a central role in meeting the government's target of delivering 3m new homes by 2020. In addition to this, the HCA will have responsibility for community facilities and new infrastructure. It will work with local councils on the proposed new eco towns. The HCA will combine work currently undertaken by English Partnerships, the Housing Corporation and the delivery functions of the DCLG.
