| 520 | _aStudent Notes article reports on the Local Housing Allowance (LHA), a flat rate allowance which forms the bedrock of the government's Housing Benefit (HB) reform. Entering use in April 2008, LHA is based on the area in which a person lives and the size of the household, but will not alter HB's basic rules based upon income and savings. Rent Officers will set rents, based upon the Local Reference Rents, which will be reviewed regularly. Aims of the LHA include increased fairness and choice for tenants, transparency of HB levels, greater personal responsibility, financial inclusion and improved administration processes. | ||
