520 _aLooks at the enforcement of 2004's Site Waste Management Plans (SWaMPs) which were made compulsory on 6 April 2008. A client carrying out a construction project valued at over £300 000 must now appoint a contractor or carry out the functions itself. A SWaMP must be prepared before construction commences, and updated whenever waste leaves the site. Obligations for recording details increase for projects costing £500 000 or more. Enforcement is performed by local authorities and the Environment Agency. Failure to comply can result in £50 000 fine at a magistrates' court, or an unlimited fine at a crown court.
