The circular provides for the assessment of travellers' needs, the sharing between districts of site quotas according to regional spatial strategies, and their allocation. There are also transitional provisions for each of these stages. Notes that the allocation of land to travellers is a new development. Examines the problems raised when councils prefer to extend pitches rather than create new ones. Considers the wishes of landowners. Looks at temporary planning permission and its relation to satisfying the allocation quota.
