520 _aAddresses the problems faced by the rented housing sector. Policy has often treated renting occupiers as second best to owner occupiers. Supply of private and social rented housing needs to be increased to reach government targets. Quality issues should be addressed, and greater varieties of private tenancy made available. The housing benefit system should be tailored to deal with late payments and also to encourage claimants into work. More effective regulation of the private sector is required. Social sector right to buy has been beneficial, but resulted in the proliferation of rented flats rather than family homes.
