States that conclusion was taken after a school design panel run by Commission for Architecture and the Built Environment (CABE) decided that the design quality needed to be raised. Shows that the best designs include: enough natural light and ventilation; lively spaces for learning; atriums, enjoyable dining and relaxing spaces for pupils; toilets created to prevent bullying and ways to move quickly around the school. Suggests that the Commission for Architecture and the Built Environment who ran the panel is optimistic as more new projects are of better quality. Continues by explaining that projects considered as of insufficient quality were from BSF waves before the panel started its work.
