520 _aThe Experian Business Strategies' "Focus survey of construction activity" of November 2008 reveals that conditions are still difficult in the construction industry, even though the industry's activity index rose by two points, reaching 35. Civil engineering raised eight points to 41. The index for orders declined by 3 points. The non-residential sector is the most affected, with its order index falling to 37, its lowest level since July 1991. For regional results, nine regions out of 11 had a decline in their composite factors. The North-West is the only region to improve, with its index rising two points to 28. However, it is the weakest region with Northern Ireland, with an index also at 28. The North's index remains the strongest at 56. Shows the regional performances.
