520 _aBCIS's Tender Price Index for the second quarter 2009 reveals that the price of new construction continued to fall and reached the very low level of 4.0%. This is a fall of 11.7% compared to its level in the same quarter of 2008, due to high competition caused by very few orders and reduction in new work output. Tender prices are expected to continue to fall. The rate of increase in costs fell from 4% in the first quarter 2009 to 2.2% in the second quarter. Salaries rose by 3.5%.
