520 _aReBlackpool aims to purchase the Blackpool Tower and Winter Gardens by late March 2010 but regeneration has not reached Blackpool's deprived areas. Blackpool, Bury and Blackburn have topped in 2009 retail destinations serving Lancashire and Cumbria with Preston making a strong challenge. Cottam Hall, a mixed-use development near Preston has been delayed by a further 12 months but PrestonVision regeneration agency sees offices as the priority. Barrow's marina project, the Waterfront, may not start for another two years. A review of employment sites in the M6 corridor outside Carlisle has been commissioned.
